The Gabbert Raptor Center was established in 1974 as part of the University of Minnesota College of Veterinary Medicine. On July 25, 2018, the United States Fish and Wildlife (FWS) and National Oceanic and Atmospheric Administration Division of Fisheries (NOAA Fisheries) published in the Federal Register a set of three proposed rules to revise the implementing regulations of the Endangered Species Act (ESA; 16 U.S.C. § 1531 et seq.).
